Downstream bound traffic has the right of way. If you are taking a raft powered by oars out onto a river, then you need to stay out of EVERYBODIES way or you probably WILL be run down.
You have to have Lifejacket’s!! You should try to check with your local DNR (Department of Natural resources) to find out what other rule’s and regulation’s apply. When going in the ocean on an inflatable raft, remember the ocean is HUGE!!!! Try to let somebody know what course your going to take and let them know when you are leaving and when you expect to be back and alway’s expect the unexpected!!
doesnt sound like you know to much about rafting or the water so think it would be in your best interest to stay away from the ocean for a couple of years ! yes you need a PFD ( personal floatation device) for everyone on the raft at all times! as far as regulations im sure there are some. go to where you register boats or even wherever you get fishin license at. they should have a booklet for boating regulations in your local area(state). i would also consider a trolling motor and battery! you never know what may happen while camping out! you may break an arm , how u gunna row back then?
